Tsenkin Hill-Folk Villages

Mountain villages above Lake Tsenkin, inside Kaishon's borders, of some fifteen thousand people who have never sat an examination, never paid a tax in coin, and keep the Unseen Kin openly. Kaishon's magistrates call them "the un-measured." They supply the archive-city with ginseng, silk-goat fiber and half its servants, and the ministers pretend they are Kaishoni; they are not. They are what stayed above when the villages of Old Tsenkin fell into the lake in 890.
